In many villages the post office is the only air-conditioned public room, which makes it a useful place to prove a point. Build one that holds its temperature without a machine and the argument for the next building makes itself.
The approach uses locally sourced materials and local construction knowledge. That keeps cost and embodied carbon down, and puts the budget into the community that will use the building.
