Housing is where the cooling problem bites hardest. Thousands of units each add load to a grid already under strain, and every one of them was a chance to design the load out instead. The work happens at two scales at once: the unit, through orientation, shading and cross ventilation, and the cluster, through the shaded space held between blocks.
Affordability is the constraint, not an afterthought. A green home only wealthy buyers can reach does not move the sector.
